Solid Waste Management Plan
In October
1993, the Kankakee County Board adopted its Solid Waste
Management Plan pursuant to the Illinois Solid Waste Planning
& Recycling Act (415 ILCS 15/1 et.seq.). After Illinois-EPA
recommended changes were addressed, the Kankakee County
Board readopted the Plan in August of 1995.
The Solid Waste Planning & Recycling Act also requires
“each County Waste Management Plan shall be updated
and reviewed every 5 years, and any necessary or appropriate
revisions shall be submitted to the Agency for review and
comment.” The “Agency” refers to the Illinois
Environmental Protection Agency.
The 1st Kankakee County Solid Waste Management (SWM) Plan
update was
submitted to the Illinois EPA in August of 2000. The 2nd
5-year update was due in August of 2005.
The Solid Waste Management Plan is mandated by the State
of Illinois and provides for the planned and organized management
of solid waste within the County in an environmentally and
economically sound manner. Solid Waste Management encompasses
the total life cycle of waste, from generation, storage,
collection, transportation, hauling, processing, transfer,
waste reduction, reuse, recycling, incineration with or
without energy recovery, and landfilling. It also includes
all administrative, financial, educational, environmental,
legal, operational, marketing, and planning aspects of the
management of solid wastes.
The Solid Waste Division of the Kankakee Planning Department
published a Request For Qualifications, inviting interested
firms to present their qualifications for this work to the
County. Statements of Qualifications were due by 4:30 p.m.,
on Friday, August 6, 2004.
Interviews with the firms were conducted during the week
of August 23, 2004. The Planning Department and Solid Waste
Sub-Committee of the Kankakee Regional Planning Commission
selected Patrick Engineering, Inc., utilizing the qualifications-based
selection process prescribed by the Local Government Professional
Services Selection Act (50 ILCS 510 et. seq.). Such recommendation
was approved on September 20, 2004 by the Planning, Zoning,
and Agriculture Committee of the County Board. A Professional
Services Agreement with Patrick Engineering Inc. has been
negotiated and was approved by the Planning, Zoning, and
Agriculture Committee on December 1, 2004. The County Board
subsequently approved the contract on December 14, 2004.

Engineering, Inc. is available for public inspection/copying
through the FOIA process.
A public hearing was held on the recommended Plan Update
on February 16, 2006 at the Quality Inn in Bradley, IL from
2:00 to 4:00 pm and from 6:00 to 8:00 pm.
A Staff-Recommended Draft of the Five-Year Update to the
Solid Waste Management Plan was approved and recommended
by the Solid Waste Subcommittee of the RPC on March 21,
2006. The full RPC was presented with the recommended Solid
Waste Plan Update on March 28, 2006. The full RPC voted
to send the proposed Update back to the Solid Waste Subcommittee
for further review, thus giving the full RPC additional
review time.
A revised staff-recommended Draft of the 5-year Update to
the Solid Waste Plan has been completed and is being recommended
to the Solid Waste Subcommittee on December 19, 2006, and
the full RPC in January 2007. Click on the Link below to
